Established in 2003 and owned by the Ministry of Finance, the Saudi Water Partnership Company (SWPC) is a leading entity in Saudi Arabia’s water sector and a key contributor to the Kingdom’s Vision 2030. SWPC plays a pivotal role in transforming the sector by securing and managing water resources through innovative Public-Private Partnerships (PPP).

As the principal buyer of all types of water—from both public and private sectors, including desalinated and treated water—SWPC initiates and manages contracts across a wide range of water and wastewater infrastructure projects. Its portfolio includes:

In addition to project management, SWPC provides specialized consultancy services in privatization, project development, and contract management, supporting national infrastructure growth and ensuring water security.

Through its PPP-driven approach, SWPC has attracted over $15 billion in private-sector investments, reinforcing its role in delivering sustainable water solutions for current and future demands. The company currently manages a portfolio of 50 projects at various stages of development.

Many SWPC projects have received regional and international recognition for excellence in PPP execution and sector-wide impact. Notably, the Shuaibah 3 conversion project has been registered in the Guinness World Records as the largest project of its kind globally, transitioning from Multi-Stage Flash (MSF) to Reverse Osmosis (RO) technology. This underscores SWPC’s leadership in innovative, partnership-driven water solutions.
